The International Center for Land Policy Studies and Training (ICLPST) holds its 50th Anniversary at Regent Hotel in Taipei on May 25, 2018. The celebration activities include the Forum on Taiwan's Land Policy in the Post-Land Reform Era, the Celebratory Banquet and the Joint Commencement Ceremony of the 137th and 138th Regular Sessions. There are around 150 participants from 50 plus countries to these activities, including distinguished guests from home and abroad, distinguished guests of countries of New Southbound Policy, representatives of government agencies, ICLPST alumni, two regular sessions' professors and participants.
Since its inception in 1968, international training has always been one of the core functions of the Center. Annually the Center holds various training courses, inviting participants of mid-career officials and professionals from all over the world to attend them. Up to the present, more than 17,000 trainees from 132 countries have completed trainings or seminars at the Center. This has helped the Center to establish an expansive network of experts in the fields of land and agriculture, which has been widely recognized. Since their return from the training, participants have made substantial contribution to the societal and economic development of their countries. In view of this important milestone of the 50th anniversary, we decided to hold a celebration so as to mark the achievements. This celebration also aims to accentuate the significance of training in land and agriculture and memorize the efforts made by Taiwan and the United States in promoting progress and prosperity for the world over the past half a century.
The Forum is presided over by ICLPST Director Dr. Kuei-son Sheu. Distinguished guests from the Executive Yuan, its affiliated ministries, the diplomatic corps are invited to make remarks. A citation for ICLPST founding Board member, David. Dr. Lincoln, is given to commend him for his distinguished contribution to the ICLPST and the Republic of China (Taiwan) over the past 50 years.
The Forum includes three panels on themes, in the order of Farmland Policy, Urban Land Policy and Property Taxation. Professor Kuo-ching Lin, Director of the Food and Fertilizer Technology Center for the Asian and Pacific Region, Professor John Chien-yuan Lin, Professor Emeritus of the Department of Civil Engineering, National Taiwan University, and Professor Steve Wai-cho Tsu of the Department of Accounting, Chinese Culture University, chair the panels respectively. Eight papers are presented by the research team led by Professor Tzu-chin Lin, Land Economics Department of National Chengchi University. Scholars and experts in the audience are invited to take part in Q & A and discussions.
The Celebratory Banquet and the Joint Commencement Ceremony of the 137th and 138th Regular Sessions will start at 18:30. Representatives of ROC and US Board members will make some celebratory remarks. Alumni representative of the New Southbound Policy countries will also make some remarks. All the guests praise ICLPST's contributions over the past 50 years in promoting the international exchanges in the areas of agriculture, rural development and taxation, which they consider has greatly helped improve Taiwan's international status and image.
